Lowestoft Seafront to Shut for Major Development Work

    ​​​​​​​To enable construction work to progress on a major seafront development in Lowestoft, a section of the lower promenade will be temporarily closed to vehicles for four weeks.

    As part of the construction work of a two-storey complex at Jubilee Rise (formerly known as Jubilee Parade), a section of the Lower Promenade adjacent to the site will need to be closed to vehicles from Tuesday 22nd April.

    Pedestrian access will remain available during this time, however pedestrians, including wheelchair and pushchair users, will be redirected onto the promenade extension which has been constructed in front of Jubilee Rise. An access platform and handrails will be installed for user safety and the diversion will be signposted accordingly.

    The temporary promenade closure will enable the installation of an underground pump, pumping station and connecting drainage system. This system will allow sewage and foul water from the complex to be pumped up into the existing sewer system on the Upper Esplanade.

    Cllr Tim Wilson, East Suffolk’s cabinet member for East Suffolk’s cabinet member for Economic Development and Transport said: “To date, much of the construction work at Jubilee Rise has been ground engineering works, including foundations and piling. These are significant works but are mostly unseen; however we are now looking forward to seeing the structure coming out of the ground and progress towards completion. We apologise for any inconvenience caused by the temporary closure of the promenade.”

    The promenade is expected to reopen on 16th May.

    Planning permission for the complex was granted in early 2024, with an expected completion date set for spring 2025. However, due to a delay in the tendering process and a pause for the summer season, the construction contract was awarded to PJ Spillings in September 2024, with work beginning shortly afterwards. Work is now expected to complete in early 2026.

    Jubilee Rise will feature a two-storey restaurant and café complex together with three new leisure concession units, public toilets, and a Changing Places facility for those with accessibility needs.

    A new lift will also be installed to greatly improve accessibility along the seafront for those with mobility issues and for pushchair users. The lift will connect the Upper Esplanade with the Lower Promenade, providing access to the restaurant space and first floor Eastern Edge beach huts.

    Other improvements at Jubilee Rise will include external lighting to the new complex and the Lower Promenade, completion of the beach buildout and the installation of outdoor accessible showers.

    When the development is complete, Sunrise at Zaks will be located on the ground floor. They will continue to operate out of their current temporary unit on the Lower Promenade until this time. Access to Sunrise at Zaks will remain available to pedestrians during the temporary promenade closure.
